Client Query 113:- Hi, wanted to discuss a case of a leading Call Centre. Actually there is one International company which is the leading Call Centre solution provider in the Pakistan. They have been working with PSO since 2003 to cater business Call Centre equipped with state of art technology. Over a period of time PSO investment from the beginning to date has become approximately 8.7 Million Rupees. The hardware and software provided from a company namely, Dialogic Inc. USA which is the leading company in Telecommunications in the world, further it requires PSO to obtain licenses from Dialogic and those can only be provided by the Authorized Agent of Dialogic in Pakistan. Hence can this procurement be preceded according to Rule 42 c (iii)? Your help in this regard will be highly appreciated.

Answer:- Thank you for writing to us. As per your query, we need some clarifications at our end in order to proceed further. PSO may clarify the following:-
(1) Whether the procurement will be made by PSO or by the International Company.
(2) Whether Business Call Centre is setup and run by PSO or otherwise.
(3) Under which procedure PSO had made the procurements since year, 2003 for this particular purpose?
