An Act to reconstitute and reorganize the West Pakistan Agricultural

No. PAP/Legis-2 (14)/73/93.—The University of Agriculture Lyallpur Bill, 1973 having been passed by the Provincial Assembly of the Punjab on the 25th day of April, 1973 and assented to by the Governor of the Punjab on the 23rd day of May 1973, is hereby published as an Act of the Provincial Legislature of the Punjab.

Preamble.—-WHEREAS it is expedient to reconstitute and reorganise the West Pakistan Agricultural University, Lyallpur, for the purpose of improving teaching, research, publication and administration thereof, safeguarding its autonomy and democratization of its Constitution and to establish the University of Agriculture at Lyallpur.

It is hereby enacted as follows:-

CHAPTER I
PRELIMINARY

1. Short title and commencement.—(1) This Act may be called the University of Agriculture Lyallpur Act, 1973.
(2) It shall come into force at once and shall be deemed to have taken effect on and from the day the University of Agriculture Lyallpur Ordinance., 1973 (Punjab) Ordinance (II of 1973), ceased to operate in accordance with the provisions of clause (2) (a) of Article 135 of the Interim Constitution of the Islamic Republic of Pakistan,

2. Definitions.—In this Act, unless there is anything repugnant in the subject or context-
(a) “Academic Council” means the Academic Council of the University;
(b) “affiliated College” means an educational institution affiliated to the University but not maintained. or administered by it;
(c) “Authority” means any of the Authorities of the University specified in section 21;
(d) “Chairman of Department” means head of a teaching Department;
(e) “Chancellor” means the Chancellor of the University;
(f) “College” means an affiliated college;
(g) “Constituent College” means a college maintained and administered by the University;
(h) “Dean” means the Chairman of the Board of a faculty;
(i) “Director” means the head of a teaching division of the University;
(j) “educational institution” means an institution imparting instruction in a subject or subjects relating to a Faculty;
(k) “Faculty” means a Faculty of the University;
(l) “Government” means the Government of the Punjab;
(m) “prescribed” means prescribed by Statutes, Rules or Regulations;
(n) “Principal” means the head of a college;
(o) “Pro-Chancellor” means the Pro-Chancellor of the University;
(p) “Professional College” means a college providing for instruction in courses of study leading to a degree in Agriculture, Animal Husbandry, Veterinary Science, or such other subjects as may be prescribed by Regulations to be professional subjects;
(q) “Professor Emeritus” means a retired Professor working in a faculty in an honorary capacity;
(r) “Registered Graduate” means-
(i) a graduate of the University who, has his name entered in the register maintained for this purpose; or
(ii) a graduate of any University who ordinarily resides within the territorial jurisdiction of the University and has his name entered in the register maintained by the University for this purpose;
(s) “Research Officer” means a person engaged whole-time by the University for research being equivalent in rank to a University Teacher;
(t) “Senate” means the Senate of the University;
(u) “Statutes”, “Regulations” and “Rules” means respectively, the Statutes, the Regulations and the Rules made or deemed to have been made under this Act;
(v) “Syndicate” means the Syndicate of the ‘University;
(w) “Teacher” means Professors, Associate Professors, Assistant Professors, Lecturers and Instructors engaged whole-time by the University or by the college for teaching degree, honours or post-graduate classes, and such other persons as may be declared to be Teachers by Regulations;
(x) “Teaching Department” means a teaching department maintained and administered by the University or recognised by the University;
(y) “University” means the University of Agriculture, Lyallpur, as reconstituted under this Act;
(z) “University Teacher” means a whole-time teacher appointed by the University or recognised as such by the University; and
(aa) “Vice-Chancellor” means the Vice-Chancellor of the University
