PPRA Rules Query on Acceptance of Bids/Negotiations

Client Query 124:- Greetings! Hope all is well at your end! Wanted to take advice from you that if bid security is less for example Rs.200/- less than the bid price! Then shall the bid rejected or Rs.200/- should be deposited by the bidder to continue the process if he is the lowest evaluated bidder and if this provision is present in bidding documents that the bidder may deposit the deficit at the time of opening of bids? Your earliest response in this regard would be highly appreciated!

Answer:- Thank you for writing to us! As per your query, a procuring agency is required to evaluate the bid in accordance with the standard terms and conditions provided in the bidding documents. If a bidder submits less bid security as prescribed in the bidding documents then his bid is liable to be rejected. However, a relevant provision as mentioned above already exists in the bidding documents that the deficit, if any, in the bid security shall be deposited by the bidder then his bid can be considered.
