Client Query 106:- Hi wanted to ask that in order to meet ongoing Human Resource requirements through outsourcing arrangement, can a procuring agency hire services of a firm through open competitive bidding procedure on the basis of Indefinite Period / Indefinite Number (IDIQ basis) as and when required on a fixed price.

Answer:- Thank you for writing to us. As per your query, a procuring agency cannot award a contract on “Indefinite Delivery & Indefinite Quantity” basis (IDIQ) to any supplier or contractor. Procurement procedures and the relevant requirements outlined in Public Procurement Rules, 2004 and the relevant regulations made thereunder may be followed strictly in each procurement with the public funds.
