Actually, in compliance on the directions of Government of Pakistan, NTC has advised an electrical company to shift all the landline and mobile numbers of the company on the NTC network. For this purpose we wanted some advice that is that electrical company bound to hire the services of NTC or we have to go for tendering in the light of PPRA Rules in order to achieve competitive call charges/rates for that electrical company?

Answer:- Thank you very much for writing to us! As per your query we would like to inform you that the Public Procurement Law, Rules and Regulations made do not differentiate between public and private bidders. The principal method of procurement is open competitive bidding in terms of Rule 20 of Public Procurement Rules, 2004. Further, Rule 4 of rules ibid provides that procuring agencies, while engaging in procurements, shall ensure that the procurements are conducted in a fair and transparent manner, the object of procurement brings value for money to the agency and the procurement process is efficient and economical.
