Client Query 045:- Hello, wanted to discuss a scenario with the experts of your firm. Now it has been seen that in most of the procurement processes, that we follow Single Stage-Two Envelope bidding procedure. We clearly mention in our tender documents that Technical & Financial offers must be sealed in separate envelops. Now if during Technical Opening, if financial offer is found in technical envelope, can we as an organization reject the offer of that particular bidder? Please if you could guide according to the PPRA Rules? Thanks
