Client Query 019:- Greetings! Hope all is well. Wanted to discuss one scenario with you. We practice Single Stage-Two Envelope Bidding procedure. In one of our tender, four bidders participated. During the finalization of the case, lowest bidder refused to re-validate their offer. In this scenario, should we approach to second lowest bidder for price reduction and validity extension or we should approach all remaining three suppliers for price reduction and validity extension? Your kind assistance in this regard would be appreciated.

Answer:- Thank you very much for writing to us. Based on your query. Negotiations on price are not allowed under rule 40 of PP Rules, 2004 however, extension in bid validity can be sought from the bidder by the procuring agency under rule 26 of PP Rules, 2004. Hope this helps!
